The Cumilla Town Hall, locally referred to as Birchandra Gano Pathagar and Nagar Milonayoton, has been an integral part of this region's cultural and political heritage for over a century and a quarter. However, there is a current proposal advocating for the demolition of this historic structure to make way for a new building. Despite undergoing numerous changes over time, the town hall and its surroundings hold profound historical and cultural significance. Instead of opting for demolition, it is imperative to focus on its conservation and adaptive reuse. This paper embarks on a thorough investigation into the Birchandra Gano Pathagar and Nagar Milonayoton, exploring its intricate connection with the city context. It provides a rationale for the imperative management of the town hall building's heritage value and the conservation of the surrounding field. The proposed design not only caters to essential functional needs but also accommodates the Cumilla Club, mosques, shops, and the Shaheed Minar. This project's ultimate goal is to establish a fresh city center in Cumilla, acting as a pivotal hub for public interaction and nurturing cultural growth within the community.
