Abstract

In Bangladesh, District Administration is the key mechanism direct responsible for the proper functioning of law enforcing and development of a district. District Administration works as a connecting bridge between local and central government. District Administration also plays an instrumental role in the field administration as well as the only representative in the central government. District Administration acts as a chief coordinator of the district level and implementing various policies and plans designed by the government. Every financial year finance division allocated fund to the Ministry of Public Administration and then the said ministry reallocated to the District Administration. After receiving budget through Ministry of Public Administration, our office procures mainly works and goods contracts following the supreme law of procurement i.e. PPA 2006, PPR, 2008 and other government instructions/order published official gazette properly. The activities of procurement mainly depends are revenue budget and development budget respectively. Ministry of Public Administration, Ministry of Land and other ministries are also allocating and sending budget through iBAS. The Deputy Commissioner, Dhaka is the HOPE and approving authority as well. Sustainable procurement performance depends on the effectively and efficiently achieve through the five rights of procurement i.e. right quality, right quantity, right time, right price & right place. Quality and quantity are the prerequisite in Government works & goods procurement through Technical Specification and Bill of Quantities (BOQ) respectively. If they don’t follow the rules, they must be punished for violating discipline and fall in audit objection as well. The objective of this report is to understand the sustainable procurements methods which are being practiced in DC office. Being a Additional Deputy Commissioner (General), this report helped me in service and personal life. I perceived how Direct Purchase Method (DPM), Request for Quotation Method and Open Tendering Method (OTM) are practiced in purchasing and how these methods are performed through government guideline (PPA, 2006 & PPR, 2008) properly. In this report, I came to know regarding the core activities of all the sections in District Administration, Dhaka. And I also learn about the annual budget allocation for each DC office and ensuring the expenditure procedures while making this report. Finally I recommend some issues for further improvement of the present scenario.
