| dc.description.abstract | The procurement performance of the Local Government Engineering Department (LGED) plays a critical role in the public procurement system of Bangladesh. This report investigates LGED's procurement efficiency, focusing on key performance indicators (KPIs) and comparing it with the National e-GP portal. The report outlines the improvements in LGED's procurement process since the introduction of the e-Government Procurement (e-GP) system and evaluates LGED's performance using both qualitative and quantitative metrics. Public procurement in Bangladesh has undergone substantial reforms since the early 2000s, with an emphasis on transparency, accountability, and value for money. Through this analysis, key areas for improvement in LGED's procurement processes are identified, particularly in terms of contract award lead times, tender evaluation times, and overall procurement cycle. The findings suggest that while LGED performs well in fostering competition and maintaining transparency, it lags in other areas, such as processing lead times and evaluation timelines. The report concludes with a set of recommendations aimed at enhancing LGED's procurement performance, including the adoption of electronic contract management systems (e-CMS), improved coordination with contractors, and the introduction of performance-based reward systems for contributing better service delivery and economic growth. | |
