Item Role of Bangladesh betar in reducing risk arising from natural calamities : a case study in Maheshkhali upazila of Cox's Bazar district in Bangladeh(BRAC University, 2014-07) Islam, Md. ArifulBangladesh is a disaster prone country. It is vulnerable to cyclone, tidal surge or tsunami as the Bay of Bengal has been tapered to the shape of a funnel towards the landmass of Bangladesh. Recently cyclone Cidr in 2007, Aila in 2009 and Mahasen in 2013 have left devastating track of destruction in the coastal area of Bangladesh but with comparatively little death toll and loss of property than that of in 1991, 1997 or in 1998. Fewer death tolls and less loss of property were attributable to successful disaster management activities carried out by the government of Bangladesh in close cooperation with CPP and other stakeholders. This study has found out that, along with other stakeholders, Bangladesh Betar has played a tremendous role in disseminating early warning messages along with other information which was helpful in capacity building with regards to withstand the fury of devastating cyclone or tidal surge in Moheshkhali Upazila of Cox’s Bazaar district in Bangladesh. The study showed that 89% people listen to Bangladesh Betar in time of emergency like cyclone or tidal surge. Side by side they also listen to other television channels and private radios or read news papers or take help from volunteers such as Bangladesh Red Crescent Society or CPP and/or try to reach to UNO office or to local government offices for information about cyclone. They said that they rely on Bangladesh Betar for the information about the present position of the cyclone and its landfall timing. They also resort to Bangladesh Betar to know about dos and don’ts during cyclone time. They study also picked up some reasons for using Bangladesh Betar in time of cyclone or tidal surge. These, as they mentioned, are low cost of radio sets, almost costless maintenance of radio sets, easy to use, during cyclone non-availability of electricity does not allow other media like television to be used other then radio, Bangladesh Betar’s reliability and last but not the least is that it is handy. Another reason for using radios is that it can be reached through mobile and mobile is now a common gadget and its talk time is so cheap that many people use it for communication as well as entertainment like listening to music or FM radio-programs. It is seen during the study that Bangladesh Betar is not directly involved in the process of rehabilitation or disaster management, neither is it a member of any committee related to disaster management committee. For better and efficient management of disaster related work, media, opined by some respondents, could be embedded with CPP or Upazila Disaster Management Committee. Risk is always associated with knowledge related to specific disaster. Here knowledge refers to information and early warning messages. In this case it was evident from the study that Bangladesh Betar played a vital role in reducing risk arising from natural calamities like cyclone in the coastal belt of Bangladesh by disseminating necessary information and early warning messages and thus building capacities of the people of the coastal belt to withstand the fury of the cyclone.Item Dropout at primary and secondary level : a challenge to ensure rights to education for the Government of Bangladesh(BRAC University, 2014-04) Zaman, Md. Mostafa; Haque, Professor Md. ReazulEducation is the fundamental right to every citizen. The affiliation between education and poverty is spherical. The lack of education forces the poor household to engage in less productive activities which results in poverty. Poverty leads to low investment in education. As a developing country Bangladesh has many challenges to meet. There is obligation to fulfill the basic requirements of the citizen. Education is the core issue of all developments. Without it a nation cannot get forward movement. In this research, the issue of development and right to education have been analyzed with recommendations. It covers present context of education, development of education in last four decades, state of governance, the role of NGOs and the international development partners as well. Both rural and urban perspectives were focused on dropout. Gender issues have also been emphasized here. Role of the government has been discussed critically. In the study qualitative method has been used. Due to limitation of time and scope quantitative method has not been chosen. During research both primary and secondary sources of data have been used. The primary data have been collected from the study areas and the secondary ones from different relevant publications, dissertations, books, journal articles, reports, government publications, existing rules and regulations, different acts and websites. The methods of interview as designed are on the Semi-Structured Questionnaire FGD and Case Study. Right to education of all the citizens is a concern and to that end the National Plan for Action (NPA) and the National Education Plan (NEP) have special dimension in the research. The major findings of the study are- ensure quality education for the people who are engaged to less productive jobs, mismanagement of government allocations, impact of poverty and social decay like drug abuses. The recommendations made on different issues are mainly on minimizing poverty gaps, child-friendly teaching methods, process of teacher recruitment and looking for ways for universal primary education in Bangladesh. Hopefully the research will put a significant contribution to the field of knowledge.Item Quality procurement : a comparative study between public and private procurement practices in Bangladesh(BRAC University, 2015-06) Hossain, Md. Kamal; Islam, Dr. Md. ZohurulQuality procurement and its sustainability is the utmost desire for all type of organizations in local and global perspective. In this study, it has been attempted to understand the scenario of three strategic broad tools to reach and implement quality procurement practices in both public and private entities in Bangladesh. The objectives of the research have been drawn to know and compare the effectiveness of procurement practices in Bangladesh Betar and Grameenphone Limited, to assess the scenario of good governance, and finally, to promote the good governance practice to make feasible to sustain quality procurement practices in both organizations. The objectives have guided the methods of implementation and processes in accomplishing quality procurement at different levels of outcomes. In this study, both the quantitative as well as qualitative investigating techniques were conducted. The major analysis has been covered by the quantitative explaining tools. Some speculations have been illustrated to identify status of the key variables of the study to the goal of quality procurement in the typical organizations in public and private sector. In the quantitative methods of analysis, the distinctive features for both Bangladesh Betar and Grameenphone Limited have analyzed by mean values with standard deviation, correlation, and regression tools. Smart guess has been drawn by discussing in informal interviews with the imperative officials, professionals, and academicians from various institutions. In analyzing research data, it was found that the optimum success did not reveal by practicing procurement process tools in all respects, but by hypothesis outcomes, it was shown that practicing process tools and techniques may lead to the good governance and quality procurement practices in both organizations. It was also observed that the status of Grameenphone Limited was better than Bangladesh Betar in all aspects. It is supposed that a further rigorous analysis would be needed to evaluate the quality procurement practices in each organization as the research and its analysis have a number of limitations, and specify guidelines for future research to sustain quality procurement practices.Item BRAC health programme evaluation: a case study of labour colony panna textile, Khagan, Savar, Dhaka(BRAC University, 2015-07) Lin, Nay; Islam, Dr. Md. ZuhuralHealth is the level of functional or metabolic efficiency of a living organism. In humans it is the ability of individuals or communities to adapt and self-manage when facing physical, mental or social challenges. The World Health Organization (WHO) defined health in its broader sense in its 1948 constitution as "a state of complete physical, mental, and social well-being and not merely the absence of disease or infirmity." This definition has been subject to controversy, in particular as lacking operational value and because of the problem created by use of the word "complete" Other definitions have been proposed, among which a recent definition that correlates health and personal satisfaction. Classification systems such as the WHO Family of International Classifications, including the International Classification of Functioning, Disability and Health (ICF) and the International Classification of Diseases (ICD), are commonly used to define and measure the components of health. The purpose of this study is to examine health condition providing by BRAC Health Programme and to identify what kinds of diseases suffered by the employee or worker of Panna Textile, Khagan in the last three months. Both the primary and the secondary data have been used in this study. The primary data has been collected through questionnaire survey method. The secondary data has been collected from various published documents in the forms of books, and the internet. In this study, the obtained data has been analyzed through quantitative method by using statistical tools and other arithmetic methods of data analysis that are available and variable. In some case, to present key finding of the data, graphics manner have been used with the aid if charts and tablature presentation. The essence of this study is to convert large quantities of data into condensed forms to facilitate an easy interpretation and understanding for the readers. The study found that Khagan villagers are suffered from fever, the people suffer from cold and asthma respectively. Skin, diarrhea and diabetes are the most. Also found vomiting, cough and worm respectively. Others diseases are weakness, blood pressure, accident, kidney, allergy, headache, constipation, ophthalmological problems, and skin problem in scalp respectively. BRAC Health Programme provides health service to the maximum people of Khagan area which is 43% of the respondents. The payments for health service provided by the BRAC Health Programme are subsidized. Dependence of traditional medicine is still remarkable. 34% respondents take health service from traditional health service providers. 20% respondents take health service from private sector by their own cost. 3% respondents receive heath service from their own organization.Item Factor Affecting Students Selection Process of “Secondary Education Stipend Program” -A Case Study in Joypurhat Sadar Upazila(BRAC University, 2014-12) Khan, Md. Rashed; Islam, Dr. NazrulEducation is the foundation of any nation. It is necessary for all. This is simply because an individual that is not educated cannot be active in the society. Education creates awareness as it regenerate the way of thinking of an individual. S/he understands what and how to do in order to enhance good living. Secondary schools are vested with the responsibility of imparting knowledge, skills and attitudes essential for individuals to fit into society for development. But secondary school enrollment rates in the developing countries are usually low, especially in rural areas. To increase girls enrolment by subsidize secondary education in rural area Female Secondary Stipend Program(SESP) began as an experiment in 1982 by a local NGO in a single upazila. Bangladesh government launched a nationwide stipend program for girls in secondary school in January 1994 with support from development partner. From 2009 the priority of SESP goes to poor student. Government decided to provide stipend to male student along with female student. The main purpose of this program is to retain poor student into school and built them as an active work force of development. The main objective of this study is to describe the Secondary Education Stipend Program and its recipients and to identify the factor that has influence on selection process of stipend and analyze the relationship between the factors. Both the primary and the secondary data have been used in this study. The primary data has been collected through questionnaire survey. The secondary data has been collected from various published documents in the form of books, manual, journals, newspapers, research reports, and internet. Two categories of respondents have been considered for this research, i.e. the stipend selection committee member and the stipend recipients. The total number of respondents is 95. Among them, 55 respondents are from the selection committee member category, and 40 respondents are from the stipend recipient category. Both male and female respondent are considered. In this study, the obtained data has been analyzed through quantitative method by using statistical tools like SPSS, MS-Excel, and other arithmetic methods of data analysis that are available and viable. In some cases, to present findings of the data, graphics manner have been used with the aid of charts and tablature presentation.
