    An evaluation of the determinants of project success in Public Works Department (PWD)

    Public construction sector is highly responsible for the infrastructural development of a nation which is the prerequisite to overall wellbeing of the people. Modern public construction projects involve multiple stakeholders with multidimensional expectations which present high risk and uncertainty in these projects. In this complex project environment identification of the success factors is considered the key for achieving success. In this study the significant factors for success in public construction project in Bangladesh is analyzed. At the same time reasons for the underperformance of projects are also examined. A questionnaire-based survey was undertaken among the stakeholders (Public Works Department, contractor’s organization, Department of Architecture) to elicit views of construction and project management professionals on the criticality of these factors for the success of public construction projects specially in PWD. This study aimed at finding the significance of various factors in project performance in PWD. The respondents of the survey have given their views regarding each of the 21 factors responsible for project performance using a three point scale. Relative Importance Index (RII) is used here for making the ranking. It is found that top management supports, competence of project manager, activities of technical support team at head office are the prime factors for success. On the other hand, contractors’ incompetence, lack of support from department of architecture, faulty project conceptualization has came out as the main drivers of project failure in PWD. Interestingly it is found in this study that, political commitment has least effect in both success and failure in projects of PWD. In this study it is established that, for the success of public construction project, human factors especially top management contributes significantly in Bangladesh.

    An evaluation of the determinants of project success in public works department (PWD)

    Transparency, efficiency, accountability, competitiveness, equitable treatment and free & fair competition are essential to be ensured in the procurement using public funds. In Bangladesh, these could not be ensured earlier due to a lack of proper rules and regulation. To streamline the public procurement activities, the Government of the People’s Republic of Bangladesh has enacted Public Procurement Act (PPA) 2006 and thereafter issued Public Procurement Rules (PPR) 2008. Since then government agencies are bound to abide by the Act and Rules very strictly in their procurement activities. The Central Procurement Technical Unit (CPTU) of the Implementation Monitoring and Evaluation Division (IMED) is continually monitoring the compliance of PPA 2006 and PPR 2008 by the target agencies in the light of 45 predetermined Key Performance Indicators (KPI) on limited or some selected projects. IMED is the apex body of Monitoring and Evaluation of Government Development Project. It is generally said that a total of 80% of ADP allocation are spent for procurement of goods, works and services which are administered by PPR 2008. Thus, it seems to be more focus on public procurement KPI’s during monitoring of development projects by IMED. The research has been designed under monitoring and evaluation report prepared by IMED. In that report public procurement monitoring KPI’s are used or not; and if not, then what is the causes behind. The main objectives of this study is to find out the monitoring Status of Public Procurement on the compliance issues PPA-2006 and PPR-2008 by IMED that will help to ensure transparent and efficient procurement of public sector project. The related literatures and reports, particularly from IMED, have been thoroughly reviewed before conducting the main research work. A questionnaire survey and key informant interviews have been conducted to get the perceptions of IMED officers. The majors findings of this study is that monitoring of public procurement by IMED and Compliance Issues of PPA-2006 and PPR-2008 during monitoring and evaluation of development projects is very poor. Only 18% monitoring/evaluation report focused on public procurement monitoring KPI’s. That is 82 percent projects are not yet monitored or evaluated using public procurement monitoring KPI’s. On the other hand major development ministry/Divisions projects are not yet monitor or evaluate focusing public procurement monitoring KPI’s. Though public procurement monitoring is very important during monitoring of any development projects but it is still neglected or not yet focused. The major causes of that IMED officials are not aware of the importance monitoring KPI’s. Also IMED officials have no sufficient training and practical knowledge on PPA-2006 and PPR-2008 for their monitoring purpose. So, IMED need to identify that what area should be more emphasized to ensure effective monitoring of development projects.

    Procurement process of Bangladesh Police

    In this particular investigation, the Bangladesh Police’s procurement system is investigated since it plays a vital role in purchasing various necessities, which include equipment and services. Corruption, lack of transparency, inefficiency, and irregularities had persisted even though efforts had been made through the Public Procurement Act of 2006 and later through implementation of e-Government Procurement (e-GP) system. Specifically, this research employs both legislative documents, notices of public tender, and expert reports as the source of secondary data. Studies indicate that delays are experienced due to officialism, insufficient training, and new-age digital corruption threats. Based on the observation the study recommends that; the procurement officers should be certified, the current procurement procedures should be standardized, greater visibility in the procurement process through audit, and increased adoption of the Procurement Management Information System (PROMIS). These have the general goal of combating corruption, enhancing preparedness to perform the police duties and utilizing available resources for serving the public effectively in Bangladesh Police.

    The impact of supply chain disruptions on patient care and health outcomes: a study of the Bangladeshi public healthcare system

    Supply chain disruptions in healthcare have far-reaching consequences, particularly in low- and middle-income countries (LMICs) like Bangladesh, where the healthcare system is heavily reliant on imported medical supplies. This practicum examines the impact of supply chain disruptions on patient care and health outcomes in Bangladesh, with a focus on the availability of critical medical supplies during crises such as the COVID-19 pandemic and natural disasters like cyclones and floods. Through a combination of case studies, statistical data, and qualitative analysis, the study highlights how disruptions lead to shortages of essential medicines, delays in treatment, and adverse health outcomes, particularly for vulnerable populations such as women, children, and patients with chronic diseases. The practicum also explores strategies for enhancing the resilience of Bangladesh’s public healthcare supply chain. By addressing these challenges, Bangladesh can build a more resilient public healthcare supply chain, ensuring uninterrupted access to essential medical supplies.

    Uses of e-GP in public procurement: the benefits and challenges -a case study on Bangladesh power development board (BPDB)

    The implementation of electronic government procurement (e-GP) has significantly reshaped public procurement procedures in Bangladesh, enhancing efficiency, transparency, and accountability. This research investigates the application of e-GP within procurement operations of the Bangladesh Power Development Board (BPDB), a prominent government organization tasked with electricity generation and distribution. The study identifies both advantages and obstacles associated with adopting e-GP in BPDB’s procurement activities. Study findings indicate that e-GP enhances transparency, competitiveness, reduces procurement cycle time, minimizes corruption risks, and improves wide supplier participation in BPDB. However, several challenges persist, including both physical and technical limitations, infrastructure and internet connectivity issues, lack of adequate training among procurement officials. Furthermore, insufficient training and video tutorials create hindrance in e-GP adoption for newcomers. This case study, based on a combination of primary data from procurement officials of BPDB and secondary data analysis, provides insights into how BPDB navigates these benefits and challenges. The study suggests policy and procedural recommendations, including capacity building initiatives, infrastructure improvements, and measures to optimize e-GP implementation. Strengthening these areas will ensure that e-GP contributes effectively to improving procurement efficiency in BPDB and other government agencies in Bangladesh
