    Active citizen and accountable local governance: a baseline survey

    This baseline survey on the members of the Union Parishad (UP) and the BRAC Polli Shomaj (PS) aims to assess to what extents the UP members are pro-poor and gender sensitive, and the services that they provide to the poor. The study was conducted in two districts- Bogra and Jessore. The sample size of study was 610 UP members, 549 executive committee members of 50 PS and 199 PS general members. The study reveals that the people have very little access in decision-making process of standing committees of UP, mostly because of committees being non-functional. Few UP members were aware of the PS and its activities.

    Indigenous coping mechanism for combating disaster in Bangladesh

    The study was conducted based on broad objective of exploring indigenous coping mechanisms for combating disaster at Koyra upazila of Khulna and Patharghata upazila of Barguna district. For attaining broad objective the study has been conducted with some important objectives (a) to know the socio demographic information of the respondents (b) to reveal the indigenous perception about disaster (c) to explore the indigenous coping mechanisms for combating disaster (d) to reveal the Governmental and NGOs mechanisms for combating disaster and (e) to draw some suggestions for improving the coping system with disaster. The study has been employed qualitative research method and selected 10 respondents for case study through using purposive sampling method and two FGDs were conducted in the study areas with community people. The findings of the study show that most of the respondents are not well educated. Most of the respondents live in house with less secured. The study reveals that almost every year disaster like flood, river bank erosion, cyclone and tidal surge hit in study areas. Disaster causes loss of property, environmental imbalance, damage of infrastructures, in word, people lead miserable life during or after disaster. Community people adopt different indigenous mechanisms for combating disastrous impact. The study indicates that people adopt these mechanisms before and after disaster. they take structural ( repairing embankment, raising homestead platform, construction of road etc) and non structural ( making people aware, tying houses with strong trees, planting disaster resilient trees, taking shelter in cyclone center during disaster, preserving food for future and dissemination of news about imminent disaster etc). The study also reveals that early warning system play crucial role in minimizing the consequences of disaster. The study found that community participation helps to lessen the negative effects of disaster. The Government and NGOs take initiative for recovering the catastrophic situation. The Government of Bangladesh take both structural and non structural mechanisms for combating disaster whereas NGOs take non structural mechanisms (making people aware, providing material services, providing training) only. The Government of Bangladesh has formulated disaster management act, policy and plan but people in the study area don’t have any idea regarding this issues. To combat or minimize the tragic circumstance of coastal belt, Government should formulate the coastal belt policy as well as implement the policy. The coastal belt should be made disaster resilient.

    Land-Use and Land-Cover Change in Dhaka Eastern Region and Its Impact on Surface Run-off

    The aim of this study is to identifythe impending urbanization-led land-use and land-cover (LULC) change of Dhaka Eastern Region (DER) and assessing its impact on surface runoff. Remotely sensed image data and proposed land-use plans for DER isanalyzed and mapped in this study to detect the changes of LULC. A faster pace of land transformation was observed during2016-17from unpaved to the paved surface. Four post-developed LULC scenarios were predicted from the classified Landsat imagery of 2016-17with increasing imperviousness. Runoffwas estimated by SCS-CN method integrating RS and GIStools. LULC changes according to land cover classes were assimilated with the hydrologic soil groups and then runoff depths were estimated for annual rainfall events in DER. Like the slower trend of urbanization, area-weighted 퐶푁also increased slowly during2016-17but followed a moderate leap in RDP and scenario-1. However, 퐶푁dropped in scenario-2 mainly due to the change in land-cover by infilling of highly permeable hydrologic soils. Predicted scenario-3 and 4 resulted in higher 퐶푁respectively because of increasing imperviousness inLULC. Higher 퐶푁resulted in higher runoff and more drainage requirements. RDP scenario or the predicted scenario-1 with 퐶푁84is potentially a viable LULC option for DER by 2035 and beyond that may cause more than 30%to 50%runoff comparing tothe representative 2010 LULC condition.

    Solid Waste Management of Dhaka City: Issues and Challenges

    Waste production is obvious to human being. Either in consumption or in production process or commercial transaction some material will be discarded called urban waste. Waste may be gaseous, liquid, or solid. Whatever is the nature of waste that must be disposed in such a way that ensures the sound environment and clean city. It is easy to dispose the gaseous waste that is dispersed into atmosphere, liquid waste relegated to the water bodies, but solid waste management is too difficult. Volume of waste is increasing with economic development and changed consumption behavior. The sheer immensity of voluminous solid waste, the financial and infrastructure constraints including the lack of land for safe disposal, lack of awareness and apathy at all levels have come in the way of inefficient and unsafe solid waste management. Population ·boom and urbanization derives volume of solid waste and the city authority cannot cope with it. Solid waste management with other essential services cannot keep pace with increased population. The developed society manages their solid waste with modern technology and big investment. Most of the cities of developing countries are seriously suffering with huge volume of solid waste. In most of the Afro-Asian cities, half of solid waste generated remains unattended. Officially on an average one-third of solid waste generated reaches in municipal dumpsite. The quantum of waste in this region is high, owing to higher level of population density in the cities. The tropical Asian climate with high levels of rainfall and huge humidity coupled with the organic character of waste aggravates the problem of solid waste disposal. Dhaka is the capital city of Bangladesh with 8 million populations within 302 km2 area. Dhaka City Corporation area is 131 km2 with 5. 7 million populations and produces about 3,700 tons of solid waste every day. Solid waste generation is 0.422 kg per person per day. Most of the solid waste is organic in nature. From food and vegetable, contribute for 53% the solid waste. DCC collect and transported for final disposal only 1200 ton amounting to 33% of total solid waste. The informal waste pickers collect 16% solid waste for recycling. Therefore, almost 50% of total solid waste is unattended and uncollected in developing countries. This uncollected solid waste goes to drains, lakes, ditches and open spaces or elsewhere. Solid waste management of Dhaka City is in deplorable condition. DCC could not show efficiency in the sector. Moreover, the air, water, and land pollution in and around Dhaka city is devastating. Solid waste management issue has got less important in the past. There was no thorough and comprehensive study held in this regard. The present study is an empirical as well as analytical or descriptive study based on both primary and secondary data. Therefore, it is a multidimensional research work. Questionnaire survey, key informant interview, observation, case study, and photographs used for primary data. The present study attempted to identify the various aspects of solid waste with a view to develop an integrated waste management policy guideline, which would be combating for sustainable environmental development of Dhaka city. The study provided lot of scope to visualize the present practice of waste management in the city. It has conducted aiming to find the current solid waste management practices of Dhaka city. Solid waste is the valueless and unwanted matter in solid nature. The things, which has 'been discarded and have no economic value to the owner is treated as solid waste. With time span of urbanization and economic development, the amount and nature of solid waste has changed dramatically. For efficient solid waste management it is needed to know the constituents or properties of the waste. Integrated waste management is the combination of all waste handling with due importance. Waste management matrix provides the self-sustained role of the society. Solid waste management hierarchy follow the function one after another. There are number of functions of solid waste management. Primary collection is carrying the waste from source of generation to transfer stations. Secondary collection is carrying solid waste from the primary collection points. 51 % primary collection is done by CBOs and NGOs and rest 49% collected by the generators. Treatment is minimizing its environmental impact before final disposal. Historically, solid waste disposal consisted of open dumping. However, hog feeding, ocean dumping, simple dumping or general landfill, sanitary landfill, incineration are different solid waste disposal method. Particularly in developing countries are still using the open dumping method for waste disposal. Land reclamation is the ultimate goal of waste disposal. Only 33% solid waste is collected by DCC for final disposal, 16% of total is recycled by the informal sectors. 65% of collected solid waste is finally disposed at Matuail landfill sites, 30% is at Berri Band sites and only 5% is only at Uttara sites. --------

    Temporal land-use change of a reclaimed land in greater Dhaka and its impact on natural water cycle

    This study aims to explore the land-use induced impact on runoff and recharge of an impending urban growth on reclaimed land filled with sands in greater Dhaka to concede the low impact development through practicable methods. Having analyzed the temporal land-use change by Curve Number (CN), GISbased Soil Conservation Service - Curve Number (SCS-CN) method has been used to evaluate the runoff of the study area. Initial land-use in 2010 with a higher CN 86 resulted in a lower CN 72 in 2020-2022 due to land-use change (pre-developed/existing condition) with permeable soil for urban development. However, the gradual land-use change resulted in more imperviousness and an increasing trend in CN. With ultimate CN 84, approximately 243% more runoff was predicted during complete urbanization in 2040 and beyond as opposed to CN 72 in 2020-2022. Due to the existing higher groundwater table of the area, the Water Table Fluctuation (WTF) method has been used to find the natural recharge potential. As higher CN results in more runoff and recharge loss, ultimate natural recharge potential with CN 84 declines to more than 50% of the pre-developed condition. Results from the methods suggested a comprehensive hydrological forecasting due to land-use change on reclaimed land land with assorted options for natural water cycle balance.
